Training seasons are costly for university pupils. People are divided in their opinion regarding whether government should pay expense of university which based on educational purpose or evey single person have obligation about it. In my opinion that people who are supporting individual have their own responsibilities for their education is too brutual  that's why I would contend that administrationa have some responsibilities to support people.

On the one hand there may be several reasons why some people believe that the funds of education is a personal obligation. Every people have their own destiny in their life that's why our private choices brings another step in our life. If authorities effect our destination somehow our life will be manipulated by other force. Also we will not determine our future steps beforehand making any decision  about our live span ,for instance,  career,education,relationship and so on. However, how can we suppose the basic supports which facilitate people's life has diversity affliction on human life?

On the other hand, I would side with those who argue that every states around the world have mandatory for complete all insufficient requirements which belong  university pupils. Higher educations always serve high quality of citizens for civilization and these people who have advance level of capability might supply countless benefits for their country. If civilizations have capabilities in order to work in favor of their county with more productive, this country may enhance its power and authority in the global world. So it means that there is mutual benefit between people and government. Moreover, according to Europe union human law governments have to supply fundamental life service for everyone in their country. And education is one of those essential requirements for everyone. Even though first necessary need is fulfillment our stomach with nutritions, background doesn't support this opinion. A good illustration can seen in some countries which have good reputation about local food aren't high-developed country owing to the fact that knowledge is a best parameter if this particularly country is well improved. 

So in conclusion, it is understandable why some people proponent of individual should take care of their money management, however, authorities have some obligations in order to maintain a country with high educated people.
